[TYPO3-core] RFC: Bug #13508: Use exec_TRUNCATETABLEquery() instead of DELETE FROM throughout the core

Hi Christian,

I'm OK with this change but as said in #13504, the method will be 
renamed to TRUNCATE without "TABLE" suffix. It's not a "+1" as I did not 
test it yet.

Furthermore, the part in DBAL should be committed and prepared as a 
separate patch and committed to DBAL trunk, not to Core as the version 
in Core is a copy of a specific revision of DBAL repository, just as 
Extbase and Fluid are.
