[TYPO3-core] RFC #13472: Feature: Give PAGE.headTag stdWrap properties

Problem:
PAGE.headTag does not have stdWrap properties but I have a usecase for it.

Solution:
Add an instance of tslib_cObj to 
tslib_pagegen::renderContentWithHeader() and apply stdWrap to PAGE.headTag

Notes:
I provide the current page in $cObj->data which should be the expected 
behaviour in this case.
