[TYPO3-core] RFC #12859: Use t3lib_db to insert all tags in one run

This is an SVN patch request.

Problem:
Now that feature #12858 has been committed and is available, this patch allows to gain a performance factor of 10 for insert's to the caching tables if using many tags to one entry.
