[TYPO3-core] RFC #13419: suggest wizard doesn't work with * as table

Hi,

This is an SVN patch request.

Problem:
The suggest wizard has been introduced to the core tables but the wizard
doesn't work for allowed set to *.

Solution:
Therefore it should be removed until maybe the wizard is fixed for that.

Additional information:
To test it, just install sys_actions and create a new record with type
"Edit records" and try the suggest feature at the field "Records to edit:"

it won't and can't work
