[TYPO3-core] FYI24 #13323: Bug: "Allow preview of whole workspace" misses checkbox

The attached patch is a very simple correction and I'll commit it in 24h 
if no one objects.

Problem:
In the workspace preview, there's an option called "Allow preview of 
whole workspace", but its checkbox is missing. There are some invisible 
wrong characters in the source code (probably some encoding mishap) 
which prevent the checkbox field of being rendered.

Solution:
Clean up the erroneous characters. Furthermore this patch adds an id 
attribute to the input field and a label tag around the field's label 
for improved usability.
