[TYPO3-core] RFC #16172: Accessing FE in fresh install fails with RuntimeException "No database selected"

Hi,

strange, i retested it, and i get redirected to install tool when i 
point to root directory

http://localhost/ib3test

=> redirected to

http://localhost/ib3test/typo3/install/index.php?mode=123&step=1&password=joh316

So how can i reproduce this issue?
