[TYPO3-core] RFC #16399: Optimize stdWrap usage for TypoScript content element USER_INT

Hi. 

The following is a patch that has been forgotten during the stdWrap optimization series of patches.

One part of the current TypoScript tuning process is to add missing stdWrap functions to existing content elements and optimize the current usage of stdWrap functions.

The attached patch will improve the element USER_INT by

adding stdWrap to the parameter

includeLibs

that has been missing stdWrap properties.

The rest of the USER_INT element won't get any additional stdWrap functionality to avoid conflicts with existing setups, that handle the stdWrap functions within a plugin.
