[TYPO3-core] RFC #16611: Bug: [scheduler] tx_scheduler_CronCmd needs refactoring

Hi,

Sorry for the delay in reviewing this new version. The time before Xmas 
was just hectic and then I fell sick (sooo cliché). But it's done now 
and here's my +1 on reading and testing.

Attached is v4, which fixes just a few typos (in comments and test 
names, so nothing functional) and adds a note to NEWS.txt (I think 
having full cron syntax support is definitely worth a notice).

As I have FYI rights on the Scheduler I can take care of the commit at 
the latest tomorrow morning (so that it gets into beta3), but Christian 
- if you're available before that - you have my go for this commit, it 
belongs to you :-)
