[TYPO3-core] RFC #16842: Add Canadian French language to TYPO3 core

This is a SVN patch request.

Type: Feature/Bugfix/Christmas Present

Problem:
TYPO3 installations in Québec, Canada need localization in French as 
spoken and written in Québec.

Solution:
Add Canadian French language to TYPO3 core, using 'qc' as TYPO3 language 
code, 'qc' being the ISO country subdivision code for Québec.
