[TYPO3-core] RFC #16488: Links to manuals are not shown in ext list

Hi,

This is an SVN patch request.

Problem:
Links to download manuals are invalid. Example of generated link:

http://www.domain.tld//srv/www/domain.tld/httpdocs/typo3/sysext/linkvalidator/doc/manual.sxw

instead of

http://www.domain.tld/typo3/sysext/linkvalidator/doc/manual.sxw

Solution:
Generate a relative path instead of an absolute one.

Remark:
Bug was originally reported by "Michael" as was part of a bugday. 
However I did not like the proposed patch. Here is my version.
