[TYPO3-core] RFC #16731: Fill the color gap between module menu and tree-less modules

Hi!

This is a SVN patch request.

Problem:
Currently there's a color gap, when no module using a tree is used: The 
highlight-color of the module menu conflicts with the background color 
of the loaded module's background color.

Solution:
Add a filler
