I don't think it's relevant for trunk anymore. We've installed a hook 
subscriber which sends all calls to the new Swift Mailer.

On commit we can do the CGL stuff, but I don't think we need to put an 
entry in the syslog just because safe mode is on. I would say, if 
safe_mode is on just forget the 5th parameter.
