[TYPO3-core] RFC: #16738: Add ExtDirect Stateprovider for ExtJs States

Hi,

following follow-up was committed to trunk rev 9844 (was forgetten in 
last patch)

States are needed in BE also for each component used in BE like the new 
pagetree.
BTW - states are used in new pagetree (trunk), will be committed right now.
