[TYPO3-core] RFC #16663: include TSRef changes for 4.5

This is an SVN patch request.

Problem:
The TSRef XML-File for the codecompletion in the t3editor sysext is 
outdated. Changes for version 4.5 have to be included.
Following properties have to be updated (see [1])

CTABLE all properties /stdWrap,
CTABLE.stdWrap
FILE.file, linkWrap, wrap /stdWrap

Solution:
See Patch below.
BE CAREFUL: diff has been created with patch #16661 already applied. So 
please apply patch #16661 first.
