[TYPO3-core] RFC #16577: HTML5 meta charset – document character-encoding declaration

Hi!

This is a SVN patch request.

Problem:
HTML5 meta charset – document character-encoding declaration
is not according to W3C recommendation

Solution:
Add a new setter in class.t3lib_pagerenderer.php to overwrite 
$metaCharsetTag and call this from class.tslib_pagegen.php when
the doctype 'html_5' is set.

Note:
Just reporting in the mailinglist, patch was provided by Morton 
Jonuschat, see bugtracker
