[TYPO3-core] RFC: #16738: Add ExtDirect Stateprovider for ExtJs States

Hi,

you may think: this is a feature, and feature freeze has passed.

This is a promised addition which is needed to be used in worspace 
modul, extension manager and new pagetree. Further it's a clean way to 
save the user changes in any ExtJs GUI used in the BE. So recycler will 
be able to remember the states which is just pure usability.
So i promised to deliver this provider long time ago, and now it's done.
