[TYPO3-core] RFC #16084: Clicking a label should set the focus on the input field

Hi,

This is an SVN patch request.

For a checkbox, the box should be checked. For an input field the focus 
should go to the field itself etc.

Currently clicking will give you the csh text. I don't think this is 
correct behaviour. Did any other alternatives get discussed? The markup 
is also not kinda ok (using abbr f.i.). Then underlining of the terms is 
also disturbing.

My comment:
Indeed the tooltips need improvements, i promised to finish it.

* add tooltip also to icon only help (like in old pagetree, upper right)
* shorten the show time
* add hide delay (only possible with "closable" which was added
* don't link the label
* don't underline help items, use cursor:help instead
* make tooltip clickable only if "more" info is available
* show "more" icon in tooltip like before

Attached patch does this all. Steffen now will style the tooltip, but 
this is seperate from the technical part.
