[TYPO3-core] RFC #16609: Usability: labels improvements - Enable frontend preview needs to be changed

After intensive discussion with SteffenR behind the scenes, here's v2 
which introduces a new label. Note that this is all this patch does, so 
it's really trivial (even though it triggered a very long discussion ;-) 
). The rest is handled by the workspaces team.
