[TYPO3-core] RFC: #15589: Move debug functions to own utility class

Hi,

here is v2 taking the comments into account and replace the usages in core.

I left out following occurences:
* indexed_ search => will be done by IS team
* dbal => will be done in dbal branch
* fluid => will be done in fluid branch
* superadmin - special case with ugly code, don't know if we should 
continue support of it.

Also i didn't replaced it in commented code.
