[TYPO3-core] RFC: #15589: Move debug functions to own utility class

Hi,

to sum it up:
@Dmitry - right, i replace this call as well.
@Steffen - ok, i first only moved the functions. i can remove the static 
notation from the functions.
The template - i don't see a need to replace templates for debugs. I'm 
fine if you want to beautify the existing template.
@David - this is prework for any enhancing of debug
@Jigal - no, type only debug(...);
@all - yes, we can rename the functions. I didn't made that yet, as when 
you start you want to rename the vars as well and the code too ...
