This patch extends the TYPO3 DebugConsole:

* adds wrapper for javascript console. If console is not present, output 
will be in TYPO3 DebugConsole
* adds possibility to print debugs in new browser window instead of 
DebugConsole. This is useful if there are too much outputs, or you want 
to print out debugs etc. This setting is for admins only and can be 
activated in user settings
* adds event debugging to console/DebugConsole

How to test:
use makewrong extension attached at #14339 in core list.
Add console.log('anything') to any javascript and close firebug or use 
browser without console.
