[TYPO3-core] FYI: Fixed bug #15584: htmlArea RTE: iframe baseURL may be incorrectly set

Problem:
The iframe baseURL is sometimes set to "http://" which is incorrect. The 
problem sometimes arises in FE.

Solution:
Change the regular expression which is used to derive the baseURL from 
the baseURL of the page, if any, or from the url of the page. The 
attached patch fixes the issue, even if no adverse consequence has yet 
been observed.
