[TYPO3-core] FYI: Fixed bug #15570: htmlArea RTE: Incorrect height when loaded in a hidden tab with ExtJS 3.2.1

FYI: The attached SVN patch was committed.

Problem:
The height of the editing area is not correctly calculated when the RTE 
is loaded in a hidden tab.

Height is also wrong when text areas are resizable.

Solution:
Redefine  Panel.getInnerHeight() as it sometimes returns zero value.
