[TYPO3-core] FYI: Fixed bug #15547: htmlArea RTE may load extJS debug script in FE which makes page loading slow

FYI: The attached SVN patch was committed.

Problem:
If the RTE EM configuration was never updated nor saved, htmlArea RTE 
may load extJS debug script in FE, even if script compression should be 
enabled by default.

Solution:
Ensure that the defined default values for extension EM variables are 
enforced even when no configuration was saved.
