[TYPO3-core] RFC #15536: DebugConsole - Compat with ExtJS 3.2.x (broken resize event and double split bar)

Hi,

This is SVN patch request.

Problem:
The debug console doesn't work with ExtJS 3.2.x anymore, because an 
incorrect usage of the resize/collapse listeners.

Solution:
Fix that stuff... tested in IE 6,7,8, Opera 10.61, Chrome 5, Fx 3.6

How to Reproduce:
1) Install the extjs_update extension 
(http://forge.typo3.org/projects/typo3v45-projects/files) [^]
2) Install the extdirecttest extension (see bugtracker entry)
3) Reload the TYPO3 backend
4) Close the tabs in the debug console

Result: A second split bar remains...
