[TYPO3-core] RFC: #15513: Log ExtDirect Exceptions in DebugConsole

Hi,

ok, here is v2
Changes:
* remove changes in t3lib_div (will be extra RFC)
* change magic __toString into toString

A real problem is in t3lib_error_ErrorHandler as there FlashMessage is 
used but could not be autoloaded after an exception is thrown, but this 
is not related to this RFC, it only is visible in such case.
