[TYPO3-core] RFC #15048: Bug: Workspaces: Autopublication task has too many rights

Actually the proposed the solution is pretty much a no-brainer. I 
submitted this as a RFC to maybe foster discussion, but since there has 
no feedback, I'm going to go ahead and commit this in 24h if no one objects.
