[TYPO3-core] RFC: #15437: Refactor of recycler

The recycler needs refactoring. This was done:

module:
* use pageRenderer methods for including scripts
* use pageRenderer methods for inline settings and localization

js:
* move plugins to t3lib (they should be shared for other components as well)
* split the object in namedspaced pieces
* remove unused vars
* rename vars to speaking names
* better usage of scope and addressing objects
* use template for confirm window

css:
* use t3skin styles instead of own one
* remove doubled border
* add padding to confirm window body
