[TYPO3-core] FYI72: Bug #15389: [Caching framework] Hardcoded frontends of core caches

The following patch will be committed in 72 hours if nobody objects:

Problem:
t3lib_cache is a v4 only class to initialize core caches. While it reads 
defined backend and backend options from TYPO3_CONF_VARS, the frontends 
are hardcoded for unknown reason.

Solution:
Move frontend definitions of core caches to TYPO3_CONF_VARS.
