according to 
http://typo3.org/documentation/document-library/references/doc_core_tsconfig/4.0.0/view/1/3/ 
the same options are available for the TSconfig options as are available 
through API calls. Therefore I conclude it's also using the API and thus 
also logging the clear cache action.

Can be found implemented in php in t3lib_TCEmain->clear_cache()
