[TYPO3-core] RFC #15336: sys_actions shows wrong error if an "Record List" action is not propertly configured

Problem:
The sys_action "Record List" has a wrong error message if the task isn't 
properly configured, e.g. the table or a page id wasn't mentioned. Currently 
an error message is shown that mentions that the lowlevel extension isn't 
installed. This is completely misleading...

Solution:
Just change the error message label...

How to Reproduce:
- Install extensions taskcenter and sys_actions
- Create a new "Record List" action without a table (User Tools -> Task 
Center; Click on the Header of the second box)
- Test the action... Oops ;-)
