Attached v3, which should be more generic and work independent of the  
PageRenderer.

Please wait until Francois has #14195 committed. I hope it applies clean.

Note:
The part "compress CSS" isn't implemented, yet. If one of you finds the  
time, just enable compression in template.php and adjust the PageRenderer  
(see the modification for concatenate).
Otherwise I'd suggest to remove the compressCss-Stuff before comitt.
