[TYPO3-core] RFC #14247: Add a compressor/concatenator for CSS and JS

Hi,

After successfully applying #14195 and the #14247.

When i call the backend, here is a:
Fatal error: Class 't3lib_compressor' not found in
t3lib/class.t3lib_div.php on line 5108
t3lib_compressor seems to be not loaded.
