[TYPO3-core] RFC #14256: Bug: tslib_cObj has two test case files

Problem:
1. tslib_content currently has two test case files, but should have only
one:
tests/typo3/sysext/cms/tslib/tslib_content_testcase
typo3/sysext/cms/tests/tslib/tslib_cObj_testcase


2. The second testcase never shows up in the current version of phpunit
(the extension "cms" just isn't listed).


Solution:

Consolidate both test case files into the first one, and drop the second
one.

Also clean up the test cases a bit to make them more readable.
