[TYPO3-core] RFC: #14151: Shortcuts broken, if in Modules User- or Admin-Tools

Problem:
Shortcuts don't work anymore since feature 0013899 

Solution:
Some changes in the goToModule url behaviour and the related functionality 
of the viewport.

How to reproduce:
Open your browser of your choice, enter the backend, collect some shortcuts 
to different backend modules and test if you can use the shortcuts 
functionaltity in the topbar afterwards without any errors. Please consider 
that were are several strange issues, that are not related to my viewport 
patch and needs to be fixed while a complete rewrite of the topbar and the 
shortcuts code. I will hopefully do that for 4.5...
