[TYPO3-core] RFC #14137: Startup in module does not work

Hi,

this is a SVN patch request.

Problem:
Startup in module does not work - changing the startupmodule does not seem 
to have any effect 

Solution:
Again a collision with the currently implemented prototype event usage. It's 
more or less a no-brainer.

How to reproduce:
Just open a browser of your choice, enter your TYPO3 backend and check if 
your selected startup module will be loaded and highlighted in the left 
module bar.
