Yet another solution would be to use the system registry to store when 
sys_refindex was last updated. If there's no entry, it means it has 
never run (of course, it could also mean that the system registry table 
was emptied, but that's acceptable IMO).

I would prefer this solution. And it would promote the use of the system 
registry (which is definitely missing some buzz) :-)
