[TYPO3-core] RFC #14144: Positioning of toolbar elements broken, especially in Safari

It could be nice if we could delay this patch for few days, until  
reorganization of the BE-CSS is committed.
I included the renaming topbar->toolbar already and it would be easier to  
adjust your patch (sorry.. you agreed that I include it :-P)
