"Consistent" means: Always the same behaviour in the same context.

So I don't see much "inconsistency", when the type "inline" uses another
default value for maxitems, than the type "select" or "group", since inline
is a completely different context despite the fact that each of them is
representing a certain kind of relation.

The keyword here is "certain" - which means: another context, so I don't see
a reason, why "inline" should be forced to have "1" as a default, when the
only extension, which might run into trouble with this default value can be
fixed easily.
