[TYPO3-core] FYI: Added feature #14014: htmlArea RTE should use version numbering method for CSS and JS files

FYI: The attached SVN patch was committed.

Problem:
Browsers continue to use old cached versions of css and js even when the 
files are updated.

Solution:
Use t3lib_div::createVersionNumberedFilename on all css and js files 
used by the RTE.
