[TYPO3-core] RFC #14096: Code cleanup: Move the scheduler tests to the scheduler sysext

Problem:
Currently, the scheduler tests have checks in them that skip the test if
the scheduler sysext is not installed.


Solution:
Move the tests to typo3/sysext/scheduler/tests/, and remove checks

Notes:
Moving the file somehow doesn't work well in this patch. When applying
the patch, it may be necessary to copy the file first and then apply the
patch.
