[TYPO3-core] RFC #13576, 13577, 13578: Add Hooks in order to restrict permissions for individual content elements

Hi,

please make a single RFC for each hooks, we can't handle 3 issues in one 
RFC. Please also add the patch for each RFC in readable format and use 
the mailing list rules
