[TYPO3-core] RFC: #13982: Feature: Renewal of the taskcenter

Hi,

thanks for everybody who did already look into this RFC!

The things I changed were:
- The behaviour of the black arrow changed
- If no additional extension except the taskcenter is installed, a flash
message is used
- More CGL applied

To make it simplier to test, I packed all three extensions (taskcenter,
sys_actions, impexp) to one file. To test, follow those steps:
- Delete the 3 extensions from typo3/sysext/ and unpack the file there
- Install the extensions and use taskcenter as the first one
- clear cache.
