FYI: The attached SVN patch was committed.

Problem:
When the install tool is locked, there is a very plain text error. This
error message has no doctype declaration nor proper XHTML markup

Solution:
This should be changed to a templateable version with nice layout.
The screen should look different when called in backend or as stand alone.
