[TYPO3-core] FYI: Fixed bug #14084: htmlArea RTE: RTE fails in absence of wizards

FYI: The attached SVN patch was committed.

Problem:
The RTE script hides the wizard icons so that they do not move around 
annoyingly while the RTE is being sized. Sometimes there is no wizard...

Solution:
Check the absence of wizard in the neighbourhood.
