FYI: The attached SVN patch was committed.

Problem:
The new install tool refactoring has a very bad dependency. This is BE
functionality and depends on a FE extension -> class.tslib_content.php

Solution:
Substitute all calls to $this->contentObject-> to t3lib_parsehtml::
