[TYPO3-core] RFC: Bug #13508: Use exec_TRUNCATETABLEquery() instead of DELETE FROM throughout the core

+1 after reading and testing (normal use, not stress testing)

The last hunk didn't apply cleanly anymore after the big changes in the 
install tool. Attached v3 is updated accordingly.
