[TYPO3-core] RFC: #10958: Broken i18n_parent relation upon localizing records in workspace

Problem:
The languageSwitch within record editing form is not working with 
workspaces properly. If you made a modification within a workspace on a 
record (RA) which has translation in LIVE workspace (TA) the 
languageswitch will provide the "[NEW]" option instead of a proper 
switch to the related record (TA). Due to this the users would create 
another translation record which has the workspace-overlay of RA as 
l18n_parent.

Solution:
Attached patch fixes the record selection within the languageSwitch 
function to work with live records to determine the existence of 
localizations.
