[TYPO3-core] RFC #11855: security related links in EM are not marked as links

Hi,

this is a SVN patch request.

Problem:
the link in the following message is not visible because it is not 
underlined or marked otherwise:
"If you think you have found a security issue in TYPO3 or an extension, 
please contact the TYPO3 security team! Thank you!"

this message appears in the modules "import" and "install" in the 
extension manager.


Solution:
underline the link by making it a "fake" flashmessage.
css class typo3-message message-information underlines the link.

Info:
the link became non-underlined with making t3skin the default skin
so it would be also an option to change this in earlier versions
