[TYPO3-core] RFC: #12073: Error message doesn't look stringent

Hi,

This is SVN patch request.

If t3skin is installed, the error message looks not nice.

This patch uses t3skin error message styled as the error box of 
flashmessages, see screenshot. If t3skin isn't installed, the message 
looks like before.
